"The result was Panem, a shining capitol ringed by thirteen districts, which brought peace and prosperity to its citizens. Then came the Dark Days, the uprising of the districts against the Capitol. Twelve were defeated, the thirteenth obliterated."
Katniss Everdeen
Panem is what is left of the United States after a horrific war, set in a post-apocalyptic future far off from our own current time. Panem is split into twelve districts, with the center of Panem being The Capitol. The government that operates out of Panem is all knowing and controlling, and keeps the other districts working in fields such as mining and agriculture in order to produce goods for consumption within the Capitol. The people living within most of the districts are the working poor, where dying of starvation isn't uncommon. Another tool meant to control the people within the districts is a yearly event known as The Hunger Games. These televised games are comparable to the hype built up by our current Olympics, and were meant for the districts to pay penance for uprising against The Capitol during the great war, and pit two children from each of the twelve districts (one boy and one girl) against one another. These children are known as tributes and each tribute must fight to the death in a Capitol designed arena. Only one tribute is left standing, the lone victor for that year's Hunger Games. Each tribute is chosen by means of a lottery called The Reaping. All children age 12 to 18 are eligible for The Reaping.
Primrose lives in District 12 for most of the series, which is the furthest away from The Capitol. It is a coal mining district, and is very poor. People frequently go hungry and die in the streets of sickness or starvation. It is a dirty and pretty depressing area to live, and because of the area's thinking that you must be strong to survive, Prim had to depend upon her sister and Gale in order to eat and for protection. She was able to have animals while living in District 12, however, and is one of the only characters shown as owning something as valuable as a goat that is able to produce milk which Prim was able to turn to profit for her family.
In Mockingjay, Primrose lives in District 13, which is more advanced than District 12. It is set up like a war bunker underground, with Prim and her family living in a compartment. Prim is much more useful here than she is in District 12, and trains in the medical unit to become a doctor. She seems to be at home while in the medical area, and really matures and comes into her own while living in District 13.
History: Growing up wasn't easy for Primrose Everdeen. She was born into a loving family, but was given the misfortune of being born in the poorest district in Panem. Prim's father worked in the mines so she had a decent quality of life during her early years, but he died in a mine collapse when she was about eight years old. After her father's death, her mother fell into such a deep depression that she stopped taking care of Prim and Katniss. The two girls almost starved to death, and it was Katniss to decided to act and went to find food for her family. It was because of Katniss that Prim didn't die of hunger that first year her father died, and it was because of Katniss that Prim turned out the way she did. Her mother remained in a state of depression through the rest of Prim's life, pulling in and out of spending days on end in bed. During the course of the books, Mrs. Everdeen steps up and learns to take care of Prim better, and even manages to further teach Prim the art of using herbs and plants in order to make medicine and treat illness and injury.
Prim was mothered by Katniss after their father died, and because of this, she shares a very close bond with her older sister. For Prim's tenth birthday, Katniss and her friend Gale bought Prim an injured goat that Prim named Lady and nursed back to health. Being resourceful, Prim used Lady's milk as nourishment for her family as well as to make cheese to sell for money. Katniss also tolerates a very grumpy and ratty looking cat that Prim brought home and named Buttercup. Prim loved this cat to death and because of that, Katniss has learned to tolerate the thing being alive and doesn't act on any of her threats to drown it. Katniss tried to teach Prim to hunt out in the woods outside their district, but Prim broke down into tears after actually shooting an animal and begged Katniss to help her fix the animal. This showed Katniss that her sister was too gentle and too much of a healer to fend for herself, and Katniss became fiercely protective of Primrose.
She was so protective of Prim that during the Reaping for the 74th Hunger Games, when Primrose's name was drawn as the female tribute, Katniss volunteered to take her place. Prim was distraught by her sister taking her place, and was pulled away by force as she cried out for Katniss. The two were only allowed a brief moment of goodbye in which Primrose made Katniss promise to try and win.
After that painful goodbye, Prim was forced to return home with her mother and go to school and act as if she was able to live a normal life and was proud of her sister fighting for her life in The Hunger Games instead of devastated that Katniss was there because of her. She watched Katniss struggle and almost die multiple times, and prayed and hoped that her sister would return home to her. In the end, Katniss did survive the games, but had managed to do so in a way that angered The Capitol and President Snow because the male tribute from District 12, Peeta Mellark, was alive as well. Even when Katniss returned home to District 12 and to Primrose, Katniss had changed and had to remain guarded. She still desperately loved Prim and Prim still desperately loved her, but Katniss had to keep her guard up and make sure her sister would be safe no matter what.
After Katniss' return, Prim and her family moved upward in the world and into Victor's Village. Now living in a larger house, Prim had nicer clothes and didn't ever go hungry. She also had more of a role in her mother's business as a healer. She assisted her mother a great deal on jobs, and was learning more and more about treating illness and injury every day. Prim was still young, but had matured enough since watching her sister in the games that she knew she had to stay out of The Capitol's way in order not to be a target that could be used against her sister. So she stayed quiet and busy, and helped her mother as was needed. When Gale is whipped, Prim helps her mother treat his severe injuries and assists in overseeing his long term care as well.
Part of Katniss not being taken by The Capitol for the way she won the games was her relationship with Peeta, they were said to be madly in love and that love drove them to not be able to kill one another at the end of the 74th Hunger Games. President Snow allowed them both to win, but made it clear that they would only be allowed to live if they got married. If Katniss didn't go through with it, Prim and her mother would be killed. So Prim supported Katniss through this, without really knowing that her sister was only pretending about her feelings for Peeta. She made Katniss promise to wait for her to get home from school before looking at wedding dresses, and while the designers from The Capitol were in District 12 assisting Katniss with the wedding plans, Prim kept Katniss calm. She played the role of support for her sister, even after Katniss was pulled into the Hunger Games yet again, this time for a spectacular event known as the Quarter Quell. This time, Prim wasn't allowed to see Katniss and say goodbye before her sister was taken away. Prim had to watch the televised broadcast of the games in order to see her sister's condition.
During the course of the Quarter Quell, District 12 is bombed and essentially destroyed. Gale manages to get Prim, her mother, and Buttercup out and to safety. Lady, Prim's beloved goat, wasn't able to make it out and died. They end up in the hidden District 13, a district that The Capitol told everyone no longer existed because of the war and the nuclear waste that existed there made it inhabitable. As it turned out, District 13 was very much alive and they were planning a rebellion. And Prim found that she could very much have a place in this district. Her gift for healing was recognized, and she was allowed to help in the first aid section, and was being trained to become a doctor as well. She lived in Compartment E with her mother and Buttercup, and after Katniss was rescued from the Quarter Quell by the rebellion in District 13, her sister stayed with them as well.
Katniss noticed a change in her sister after her return. Prim was more determined and more stubborn now. She still wasn't necessarily physically strong, but she no longer needed all the protection that Katniss was trying to force on her. Prim now could take care of her sister some, and help sort out her emotions and her thoughts. Prim wasn't afraid to hear what Katniss had to say, and even was insightful enough to offer her sister advice about what President Snow would do in order to break her. Prim watched as her sister became the symbol of the revolution, the Mockingjay. She supported Katniss as best as possible through everything, while working in the first aid station and also training to become a doctor. Despite her maturing, she still held the same compassion she always did, and got shut out of the bunker during a bomb attack in order to find Buttercup. Once again, it was Gale that found and saved her, and got her to safety.
However, Prim knew that she couldn't always be kept safe. Despite the fact she was young, she didn't feel like a child any longer. She had seen too much to go back to being a little girl, and she volunteered herself to work as a nurse during the rebellion's final battle with The Capitol. Despite the fact she wasn't fourteen yet (it is assumed she was close, however), Prim was allowed to go and be a nurse. Prim wasn't ever able to tell her sister of her achievement, and Katniss was unaware that Prim was out among the battle until it was too late. Prim was helping wounded children outside President Snow's mansion. Katniss saw Prim's hair and the little “duck tail” of her shirt being untucked from the back of her skirt and realized her sister is there with her, and called out to get her attention. Prim was barely able to get out her sister's name before another wave of bombs went off, killing Primrose in the blast. Prim will be brought in shortly before her death, when she is assisting the injured children in front of Snow's mansion.
Personality: Primrose is described by Katniss as being delicate, sweet, and incredibly naive. Despite the terrible things that their family has gone through, Katniss has gone to great lengths to ensure that her younger sister is able to remain a child. And on the outside, Prim does seem to be a very delicate little flower that's easy to break. She's described as being cheerful and innocent, a bright spot in Katniss' otherwise dreary life. She's good at making others smile by being sweet and friendly, and it's easy for her to make friends. She's easily frightened and sent into tears at the thought of being called to be tribute in the Hunger Games on reaping day, and she relies on Katniss to comfort her and promise to protect her. When Katniss takes Prim's place in the games, it is out of love and protection of her sister. But it is also stated by Katniss that Prim isn't cut out for something so brutal, she wouldn't know how to react to the violence and the bloodshed and she's too compassionate to harm another living creature. An image is painted of Prim being very weak, but in all actuality there is a lot more to Primrose than Katniss realizes.
She has an inner strength that rivals Katniss' own. When she watches her sister and other people she comes to know go through terrible things that are televised, she maintains a straight and composed face, and knows better than to act out rashly with emotion and get herself into trouble. Due to being raised around her mother's healing business, she's very skilled as a healer, and is able to tolerate the sight of blood and injury a lot better than anyone would expect her to be able to. She's described as being afraid of her own shadow, but she's able to remain by her mother's side in even the most gruesome cases and is able to think fast and assist her mother in using natural remedies to heal. She's a smart girl as well, and is able to pick up medical training to become a doctor later on in the series. Her gift is most definitely with healing, whether it's healing injuries or helping mend a damaged spirit. She has a very gentle and compassionate nature to her that makes her want to help anything that's broken. When Katniss describes an incident where she tried to teach Prim to hunt, the girl is distraught when she sees the animal that was shot dying, and she begs Katniss to allow her to help it. When she stumbles across a parasite infested, nasty mess of a cat, Prim takes him in and begs her sister not to drown him so she can nurse him back to health. She names this cat Buttercup, and the cat becomes Prim's shadow during most of the series. She also has taken in a nearly dead goat and nursed it back to health, which she named Lady and treated just as wonderfully as she would a human patient. Now that Lady is healthy, Prim works hard to keep fed so she can use the milk to feed her family and bring in some extra money for her family as well.
That inner strength that Prim has is often overshadowed by the fact that she is seen as being fair and delicate by everyone around her. She is afraid of her own shadow, and often is startled enough to cling hold of Katniss for hope of protection from bad dreams or things that frighten her. But when Katniss was taken away to be tribute in the Hunger Games, Primrose was left with a fear that she might not see her sister again. Of course, she believed her sister would win because Katniss was strong, but it was a natural fear for any child to worry about losing their sibling. And Katniss is much more than just a sibling to Prim. In most ways, Katniss was like her mother. She looked to Katniss for food, shelter, and protection, and often told her sister that she wanted to be or look just like her. She idolized Katniss, and it was very hard on her watching her sister participate in the games. But with the loss of her sister she learned to stand more on her own two feet and deal with things on her own. She's described in the books as being very small for her size, due to being underfed most of her life, and she and her mother are basically the only ones in their district with such fair colored hair, skin, and eyes. She stands out from the rest of District 12 because of how she looks, and her beautiful appearance combined with her small size and her cheerful personality often make others feel that she's younger and more fragile than her age. While Prim wants very much to be useful and to make her sister proud, she's coming from a canon point where she's still discovering just how useful she can be and just how strong she can be on her own.
Abilities, Weaknesses and Power Limitations: Prim has no special abilities, and is actually pretty weak from a physical standpoint. She stands no chance in a fight against anyone and a strong wind could probably bowl her over. Where Prim is strong is being able to use plants and herbs to create medicine to heal others. She's not bothered by blood or nudity, so she's able to work quickly and efficiently on a patient, and her mother has taught her everything she knows so Prim is able to take charge of a patient on her own. Prim is also skilled at working with animals, and seems to have a gentle spirit that makes any animal she comes in contact with like and trust her almost instantly. She's nursed enough animals back to health that she knows how to treat animal patients as well as human, and she doesn't make a distinction between an animal life and a human life. A life is a life to Prim, and she's dedicated to saving either. Prim also has a good ability to make people not realize she's listening in to what they're saying, so she can listen in and hear what people normally wouldn't say to her face or if they knew she was listening. She tells Katniss at a later point in the series that she hears and sees more than anyone ever realizes, because she's so quiet and can easily hide herself or act as if she's zoned out and not listening when someone is talking.
Inventory:
- Two hair ties for her braids
- Her sister's Mockingjay pin
- A pink ribbon
- Her father's old shaving mirror
Appearance:

Prim is described by Katniss as being short and small, at barely being able to hit 70 pounds soaking wet. This is probably due to malnourishment growing up. Her hair is pale blonde and usually is worn in braided pigtails, and her eyes are a light blue. She is said by Katniss and other people in the series to be a very beautiful little girl, with a face "as fresh as a raindrop, as lovely as the primrose for which she was named." Her fair appearance combined with her small size makes her look younger than she actually is and too fragile in the eyes of others.

It almost felt easy now, to smile for Katniss when her heart wasn't feeling it. As difficult as it was sometimes to force those smiles, she knew that her sister needed whatever little pieces of innocence left that she could get. She worked so hard to protect Prim, so the least she could do was make sure that Katniss felt all that work was worth the while. Even here in a place like District 13, even after Prim had revealed her dream to become a doctor, Katniss was still determined to give up everything for her. To protect her.
So little smiles during meals in the mess hall were what Primrose could manage, and big smiles upon seeing her sister return home at night were even better. She knew her sister had been through so much, so she never forced things like hugs, although her arms were always open when Katniss was ready. As far as Prim was concerned, each moment she had here with her sister was sacred and she never knew which one would be the last. The rebellion was coming to a full blown attack, and it would be any day now that Katniss would leave her yet again. Would this time be the last? She hoped not, but she was old enough now to not be blindly optimistic that her sister was invincible against all odds.
President Snow would do whatever it took to break Katniss Everdeen, Prim was sure of it. Whether it would be through Peeta or herself, she wasn't sure yet. All she knew was that she had to convince her sister that all her sacrifices were worthwhile.
So it was one afternoon that both sisters had off from their duties that Prim found herself curled up in bed with both Katniss and Buttercup, delighted in the nostalgia that this moment provided them with. They hadn't done this since the morning of the Reaping of the 74th Hunger Games, back when Prim still needed consoling and comforting after nightmares. Instead of Katniss reassuring her younger sister that no harm would come to her, however, the two girls had spent nearly an hour whispering secrets of plans neither had any real hope of coming to fruition. They were both well aware of the dangers that were ahead of them, and were both understanding that Prim just might be the one left standing when this was all said and done.
“They'll do whatever it takes to break you, Katniss. Remember?” Prim's voice broke through the comfortable silence they had settled into after Katniss made the mistake of mentioning Peeta.
Despite her soft reminder, Prim remained strong, and reached over with a sturdy hand to rub at the top of her sister's head. She opened her mouth to continue her thought when she realized that Katniss had dozed off in the middle of their conversation. Of course, that was of no surprise. The Mockingjay hadn't been sleeping well at all and was always so busy. Prim was proud to have been able to help lull her sister into a gentle rest. So she rest her hand atop Katniss' head and glanced over at Buttercup. With a look of silent warning that he better not disrupt, she leaned down to kiss the top of her sister's head. It was a gesture that usually had the roles reversed, and that wasn't lost on Prim.
“I also told you that you had to promise to win, remember? Really try. And you did, I don't think you really know how proud I am of you. But it's okay for you to rest, just for now. You've done so much, Katniss.”
It was about time things came full circle. All her sister had to do now was continue to stay alive, and Prim would have no problem showing her what it felt like to be the one that was protected and taken care of for a change.

[Prim looks a bit frightful right now, her braided pigtails coming undone and her face smudged with dust and dirt. It's very obvious that she's spent a long while crying, her eyes are red and swollen. She's not crying right now, however, she's waited for a moment until she feels like she doesn't have any more tears left to give to make this public message.
The look on her face is serious, but the desperation she feels is quite obvious in the look in her eyes as well as her tone of voice.]
I'm looking for my sister. K- [She starts to say her name, but her lip forms a tight line as her voice trembles. She continues through it.]
Her name is Katniss Everdeen. She doesn't like talking to strangers, not unless she has to, so you might not know her name. She has dark hair worn in a braid, and she's skilled with a bow. She usually looks like this.
[And now Prim tries to imitate her sister's best lineface. Which is hard to do, but she manages.]
I haven't heard from her. She was supposed to check in. She promised she would, and Katniss never breaks a promise.
[Which really means that she's fearing the worst. She opens her mouth to say more, but finds her lower lip is trembling yet again, so she quickly fumbles with her device to cease recording. She doesn't want to look weak, not here.]
