Primrose is often described by Katniss as being delicate, sweet, and incredibly naive. Despite the terrible things that their family has gone through, Katniss has gone to great lengths to ensure that her younger sister is able to remain a child. And on the outside, Prim does seem to be a very delicate little flower that's easy to break. She's described as being cheerful and innocent, a bright spot in Katniss' otherwise dreary life. She's good at making others smile by being sweet and friendly, and it's easy for her to make friends. She's easily frightened and sent into tears at the thought of being called to be tribute in the Hunger Games on reaping day, and she relies on Katniss to comfort her and promise to protect her. When Katniss takes Prim's place in the games, it is out of love and protection of her sister. But it is also stated by Katniss that Prim isn't cut out for something so brutal, she wouldn't know how to react to the violence and the bloodshed and she's too compassionate to harm another living creature. An image is painted of Prim being very weak, but in all actuality there is a lot more to Primrose than Katniss and everyone else realizes. It isn't until the end of the series that Katniss realizes how much her little sister has grown and developed, and that she's so much stronger than anyone thinks she is because of her appearance.
She has an inner strength that rivals Katniss' own. When she watches her sister and other people she comes to know go through terrible things that are televised, she maintains a straight and composed face, and knows better than to act out rashly with emotion and get herself into trouble. Due to being raised around her mother's healing business, she's very skilled as a healer, and is able to tolerate the sight of blood and injury a lot better than anyone would expect her to be able to. She's described as being afraid of her own shadow, but she's able to remain by her mother's side in even the most gruesome cases and is able to think fast and assist her mother in using natural remedies to heal. She's a smart girl as well, and is able to pick up medical training to become a doctor later on in the series. Her gift is most definitely with healing, whether it's healing injuries or helping mend a damaged spirit. She has a very gentle and compassionate nature to her that makes her want to help anything that's broken. When Katniss describes an incident where she tried to teach Prim to hunt, the girl is distraught when she sees the animal that was shot dying, and she begs Katniss to allow her to help it. When she stumbles across a parasite infested, nasty mess of a cat, Prim takes him in and begs her sister not to drown him so she can nurse him back to health. She names this cat Buttercup, and the cat becomes Prim's shadow during most of the series. She also has taken in a nearly dead goat and nursed it back to health, which she named Lady and treated just as wonderfully as she would a human patient. Now that Lady is healthy, Prim works hard to keep fed so she can use the milk to feed her family and bring in some extra money for her family as well.
That inner strength that Prim has is often overshadowed by the fact that she is seen as being fair and delicate by everyone around her. She is afraid of her own shadow, and often is startled enough to cling hold of Katniss for hope of protection from bad dreams or things that frighten her. But when Katniss was taken away to be tribute in the Hunger Games, Primrose was left with a fear that she might not see her sister again. Of course, she believed her sister would win because Katniss was strong, but it was a natural fear for any child to worry about losing their sibling. And Katniss is much more than just a sibling to Prim. In most ways, Katniss was like her mother. She looked to Katniss for food, shelter, and protection, and often told her sister that she wanted to be or look just like her. She idolized Katniss, and it was very hard on her watching her sister participate in the games. But with the loss of her sister she learned to stand more on her own two feet and deal with things on her own. She's described in the books as being very small for her size, due to being underfed most of her life, and she and her mother are basically the only ones in their district with such fair colored hair, skin, and eyes. She stands out from the rest of her home district because of how she looks, and her beautiful appearance combined with her small size and her cheerful personality often make others feel that she's younger and more fragile than her age.
While Prim wants very much to be useful and to make her sister proud, she's coming from a canon point where she realizes her own strength and how she can contribute to the bigger picture. She understands what her role is in the world and strives to be as strong of a nurse as she can be. She's of an age where she understands more than she did at the start of the series, and has witnessed enough to be hardened to a point where she gets that what must be done needs to be done and is willing to lay her life down on the line in order to contribute to the resistance. She shares the vision that District 13 has of liberating Panem and bringing down the Capitol, and while she prefers peace she understands that violence and fighting is the means to bringing about that peace. She is no longer the frail and fragile little duck that Katniss took the place of at the start of The Hunger Games, and has very much grown into a young woman that is a dedicated nurse. She takes her job of being a healer seriously, and that is where her strength and usefulness is. She is no longer afraid of the future and looks forward to having a hand in healing Panem once the revolution is complete, but understands that taking part in war means she may not live to see peace actually come to fruition.
Abilities/Powers: Prim has no super powered abilities, and is actually pretty weak from a physical standpoint. She stands no chance in a fight against anyone and a strong wind could probably bowl her over. Where Prim is strong is being able to use plants and herbs to create medicine to heal others. She's a trained nurse that knows both homeopathic and regular medicine, and is incredibly skilled at both. She knows exactly what most plants look like, and which plants help heal certain ailments. She's also very skilled at working with seeds and growing plants. She's not bothered by blood or nudity, so she's able to work quickly and efficiently on a patient, and her mother has taught her everything she knows so Prim is able to take charge of a patient on her own. Prim is also skilled at working with animals, and seems to have a gentle spirit that makes any animal she comes in contact with like and trust her almost instantly. She's nursed enough animals back to health that she knows how to treat animal patients as well as human, and she doesn't make a distinction between an animal life and a human life. A life is a life to Prim, and she's dedicated to saving either. Prim also has a good ability to make people not realize she's listening in to what they're saying, so she can listen in and hear what people normally wouldn't say to her face or if they knew she was listening. She tells Katniss at a later point in the series that she hears and sees more than anyone ever realizes, because she's so quiet and can easily hide herself or act as if she's zoned out and not listening when someone is talking.
Weaknesses: Her small stature due to malnutrition makes her very weak physically. She's been sheltered from having to fight by her sister, and will need to learn how to fight to survive. She also will have to be a creative medic here, and find ways to combine both her knowledge of modern medicine with the natural medicine she grew up learning in order to keep people healthy and healed.

I need someone to go with me to the forest. I know it's not safe outside the city walls, but I need to look around and take inventory of what plants are readily available. If I'm going to set up a clinic here, I'll need to know what I'm able to make from the plants that are native to the area. And if anyone is going out on a supply run, I could use any medicine or medical supplies that you find. Morphling is probably the most important, to help deal with pain.
If we haven't met yet, my name is Primrose Everdeen. I know I sound young, but I'm a medic where I come from. I can treat anything, as long as I have access to a garden and a hospital to salvage supplies from. I promise.
Prose Sample:
It almost felt easy now, to smile for Katniss when her heart wasn't feeling it. As difficult as it was sometimes to force those smiles, she knew that her sister needed whatever little pieces of innocence left that she could get. She worked so hard to protect Prim, so the least she could do was make sure that Katniss felt all that work was worth the while. Even here in a place like District 13, even after Prim had revealed her dream to become a doctor, Katniss was still determined to give up everything for her. To protect her.
So little smiles during meals in the mess hall were what Primrose could manage, and big smiles upon seeing her sister return home at night were even better. She knew her sister had been through so much, so she never forced things like hugs, although her arms were always open when Katniss was ready. As far as Prim was concerned, each moment she had here with her sister was sacred and she never knew which one would be the last. The rebellion was coming to a full blown attack, and it would be any day now that Katniss would leave her yet again. Would this time be the last? She hoped not, but she was old enough now to not be blindly optimistic that her sister was invincible against all odds.
President Snow would do whatever it took to break Katniss Everdeen, Prim was sure of it. Whether it would be through Peeta or herself, she wasn't sure yet. All she knew was that she had to convince her sister that all her sacrifices were worthwhile.
So it was one afternoon that both sisters had off from their duties that Prim found herself curled up in bed with both Katniss and Buttercup, delighted in the nostalgia that this moment provided them with. They hadn't done this since the morning of the Reaping of the 74th Hunger Games, back when Prim still needed consoling and comforting after nightmares. Instead of Katniss reassuring her younger sister that no harm would come to her, however, the two girls had spent nearly an hour whispering secrets of plans neither had any real hope of coming to fruition. They were both well aware of the dangers that were ahead of them, and were both understanding that Prim just might be the one left standing when this was all said and done.
“They'll do whatever it takes to break you, Katniss. Remember?” Prim's voice broke through the comfortable silence they had settled into after Katniss made the mistake of mentioning Peeta.
Despite her soft reminder, Prim remained strong, and reached over with a sturdy hand to rub at the top of her sister's head. She opened her mouth to continue her thought when she realized that Katniss had dozed off in the middle of their conversation. Of course, that was of no surprise. The Mockingjay hadn't been sleeping well at all and was always so busy. Prim was proud to have been able to help lull her sister into a gentle rest. So she rest her hand atop Katniss' head and glanced over at Buttercup. With a look of silent warning that he better not disrupt, she leaned down to kiss the top of her sister's head. It was a gesture that usually had the roles reversed, and that wasn't lost on Prim.
“I also told you that you had to promise to win, remember? Really try. And you did, I don't think you really know how proud I am of you. But it's okay for you to rest, just for now. You've done so much, Katniss.”
It was about time things came full circle. All her sister had to do now was continue to stay alive, and Prim would have no problem showing her what it felt like to be the one that was protected and taken care of for a change.
